A true international talent, Francine Dee was born on July 21, 1978 in Hong Kong. Being of Filipino and Chinese descent, Francine's family moved back to the Philippines when she was but a few months old. Then, in 1983, her family decided to move to the United States, choosing Orange County, California as their destination. Francine's parents soon divorced after moving a second time within the state. Sent to study in a Catholic school, this seemingly innocent girl began to feel repressed, always looking for ways to vent her frustrations.

She soon found a way to release her pent-up resentment. She began modeling, first on the cover of Oriental Dolls, having had her breasts enhanced and her hair dyed blonde before the shoot. More non-nude modeling and some poster and calendar work followed after. She soon found out that she felt very much at ease with this kind of work, and during this time she began her business major. When she reached twenty years old, she felt she was ready to do more daring, erotic work, and began to pose nude, becoming a model for Hollywood Asians and eventually Vivid Dreams sponsored a site devoted to her.

In 1998, Francine was encouraged by some of her friends to begin modeling for the import car show scene, which was beginning to emerge at that time in California.
